We have set out what consultations can be used for and how they have an impact on the work we do. This can help you understand what to expect from consultations and what our responsibilities to you are. Read the consultation guide.
Our Participation Framework sets out how we should engage the public in our work. It guides people through some of the main ideas and steps to take in planning to engage with the public. The word ‘participation’ is used to mean how the public can take part in the work we do.
We have experts who work to design new or improved public services. These experts involve the public to understand what people need from services, and include them in the design process. We have a Scottish Approach to Service Design which sets out how we make sure we do this well.

We know that children and young people have a right to be heard too. This is set out in the United Nations Convention on the Rights of the Child (UNCRC).
Our children’s rights team worked with experts across Scotland to create a guide on how to involve children and young people. This includes important things to think about and examples of how people have done it well in the past.
As part of this guide, the team have collected reports which go into this topic in more depth. This might be useful for people who want to find out more.

Scotland has so far had two citizens’ assemblies. These are special activities to hear from a cross-section of the public on an important topic for the country. The people who took part were recruited and were representative of the whole population of Scotland.
The first assembly was the Citizens’ Assembly of Scotland. It ran from 2019-2020. It was set up to answer the question “What kind of country are we seeking to build?”. You can read their answer to this question in their Doing Politics Differently report. Scottish Government wrote a response to this report, and published research on the assembly.
The second assembly was Scotland’s Climate Assembly. It ran from 2020-2021. It was set up to answer the question “How should Scotland change to tackle the climate emergency in an effective and fair way?”. You can read their answer in their Recommendations for Action report. Scottish Government wrote a response to the recommendations, and further research on the assembly process.
